The St Lucia citizenship by investment official minimum contribution 2025 was US$240,000 to the National Economic Fund, covering a single applicant or a family of up to four, and it is unchanged in 2026. It is non-refundable, paid only after approval in principle, and the most straightforward of the four routes.

Section 33 of the Citizenship by Investment Act No. 14 of 2015 created the NEF. Contributions fund government-approved projects: infrastructure, health, education and debt reduction. The contribution is non-refundable and confers no asset; it qualifies you and your dependants for citizenship.

St Lucia NEF donation compared with the bond and real estate routes
Choose the NEF donation if you want the lowest up-front outlay for a family of four or more, do not want to manage a Caribbean asset, and would invest US$300,000 productively elsewhere. A single applicant pays about US$251,450 in government charges, with no holding period.
Choose the National Action Bond if you have US$300,000 you are content to leave at zero interest for five years. You pay it plus a US$50,000 non-refundable administration fee plus the usual due diligence and processing charges, and the US$300,000 comes back. Net cost for a single applicant is about US$61,450 plus forgone interest; at a 5% return that is roughly US$80,000 over five years, about US$141,000 in total and still below the donation. We recommend the donation when you would rather not commit US$361,450 up front or tie up capital for five years.
Choose approved real estate only if you actually want to own in Saint Lucia: US$300,000 plus a government fee of about US$30,000, a five-year holding period, closing costs and limited resale liquidity.
Whatever you choose, the timeline is the same 18 months on average (range 12–26), everyone aged 16 and over is interviewed, and the UK has not been visa-free since 5 March 2026.
St Lucia NEF donation for US and Canadian applicants
For US and Canadian citizens
The contribution is not a charitable gift for tax purposes in either country. It qualifies you and your children for a second citizenship with no effect on US worldwide tax or Canadian residency-based tax. For estate planning with three or four children, the flat family price plus US$10,000 per extra child gives Saint Lucia the lowest cost per family member in the Caribbean.
For US and Canada residents on another passport
The donation is paid only after approval in principle, so the money stays in your North American account through the 18-month vetting. What the Citizenship by Investment Unit requires first is a documented account of its source. Have that ready before we file, and remember the passport delivers Schengen, Hong Kong and Singapore, not an easier route into the US or Canada.

Is the NEF donation refundable if I am refused?
You never pay it if you are refused. The contribution is made only after approval in principle, through escrow under the ECCIRA rules. What you lose on a refusal is the due diligence, processing and passport charges paid at submission, about US$11,450 for a single applicant, plus professional fees.
Does the donation cost less than the bond overall?
Not in net terms. The bond route costs about US$61,450 that is not returned (the US$50,000 administration fee plus due diligence and processing) and five years of zero interest on US$300,000. At a 5% return the forgone interest is roughly US$80,000, so the bond costs about US$141,000 in total for a single applicant, against about US$251,450 on the donation route.
