The fund route has no government fee; the real estate route does. Everything else is identical.
Economic Diversification Fund (EDF): US$200,000 single; US$250,000 main applicant plus up to three dependants; +US$25,000 per additional dependant under 18; +US$40,000 aged 18+

The family-of-six contribution is US$250,000 plus US$40,000 for each parent. A child aged 16 or 17 adds US$4,000 due diligence and US$1,000 interview; a dependant aged 18–30 adds the same plus US$40,000 to the contribution if outside the first four.
Dominica CBI payment schedule and non-refundable fees
On submission: processing, due diligence and interview fees, non-refundable even if refused, which is why we do not file a case we think will fail.
After approval in principle: the EDF contribution, or the property closing through escrow plus the government fee; then certificate fees. The contribution is not returned once citizenship is granted.
Professional fees: our advisory fee for the Toronto work (eligibility, source-of-funds narrative, document vetting, interview preparation) and the licensed local agent's fee are quoted in writing before you engage us. We add no percentage to the contribution.
Enhanced due diligence: some nationalities pay a surcharge on the US$7,500; it depends on passport and residence history.

Dominica passport price for US and Canadian applicants
For US and Canadian citizens
US$210,000 secures a second nationality for life; children under 16 in a family of four cost US$500 each. It brings no tax change: US citizens keep worldwide taxation, FBAR and FATCA; Canadians stay taxable until they leave. The passport does not enter the UK visa-free.
For US and Canada residents on another passport
US$266,500 for a family of four is the lowest-cost Caribbean passport with Schengen visa-free access. Weigh it against Proclamation 10998 (no US immigrant, B-1/B-2, F, M or J visas for Dominican nationals) and Canada's visa requirement. If either matters, Grenada at US$235,000 plus higher government fees may be the better choice.

Is any of the Dominica citizenship cost refundable?
No. Processing, due diligence and interview fees are paid on submission and kept whether or not you are approved. The contribution is paid only after approval in principle, so a refusal does not cost the US$200,000, but it is not returned once citizenship is granted. Real estate can be resold after three years; the government fee on that route is not refundable.
Does real estate cost less than the EDF contribution in Dominica?
It costs more up front. The purchase is from US$200,000, the same as a single EDF contribution, but a government fee set by family size and closing costs are added, and the same due diligence and interview fees apply. The case for real estate is recovery after the three-year hold, which depends on finding a buyer in a small market.
