National Economic Fund (NEF): US$240,000
- Covers: Main applicant or family of up to four; +US$10,000 each extra dependant under 18, +US$20,000 aged 18+
- Holding: Non-refundable donation
- Best for: Lowest total outlay for most families
National Action Bond: US$300,000 + US$50,000 administration fee
- Covers: Main applicant; family pricing confirmed on a call
- Holding: 5 years, non-interest-bearing; US$300,000 returned
- Best for: Applicants with idle capital; net cost about US$61,450 for a single applicant plus forgone interest

Each dependant aged 18+ beyond four adds US$20,000 to the donation instead of US$10,000, plus US$5,000 due diligence and US$1,000 processing. Bond route, single applicant: US$300,000 + US$50,000 + US$7,500 + US$2,000 + US$1,950 = US$361,450, of which US$300,000 returns after five years. Real estate, single applicant: about US$341,450 with the property retained.
St Lucia CBI refund rules, payment timing and professional fees
Non-refundable from day one: due diligence, processing and passport charges are paid on submission and not returned if the application is refused or withdrawn. The US$50,000 bond administration fee and the real estate government fee are also non-refundable.
Paid only after approval in principle: the NEF donation, the bond purchase or the property completion, through escrow under ECCIRA, so your capital is not released until citizenship is confirmed.
Returned: only the US$300,000 bond principal after five years, without interest, or whatever a property sale realises after the five-year hold.
Our fees: a fixed advisory fee quoted in writing after the scoping call, covering file preparation, source-of-funds work, interview preparation and liaison with the licensed local agent, whose fee we disclose separately. Translations, apostilles, medicals and police certificates are yours and usually run to a few thousand dollars. Plan for 18 months of processing, not the 60 days some agents still advertise.

For US and Canadian citizens
The donation is not tax-deductible in the US or Canada. If you take the bond, US$300,000 at zero interest for five years costs you roughly the return you would have earned elsewhere; for many of our US clients the NEF donation is cheaper in real terms. A US citizen reports any Saint Lucian bank account over US$10,000 on an FBAR.
For US and Canada residents on another passport
Unexpected costs usually arise from source-of-funds evidence, not the fee schedule. Funds moved from India, Nigeria or Vietnam need a documented trail to a North American or international bank before submission; gaps mean extra queries and months of delay. What does a family of four pay?
About US$259,450 if both children are under 16: the same US$240,000 donation, US$12,500 due diligence for two adults, US$5,000 processing and US$1,950 other charges. Children under 16 pay no due diligence fee. A child aged 16 or 17 adds US$5,000; a dependant beyond the fourth adds US$10,000 or US$20,000 to the donation.
Is the St Lucia passport cost lower on the bond route?
In net terms, yes, if you can hold US$300,000 in the bond for five years. You pay US$361,450 up front as a single applicant and get US$300,000 back, so the sunk cost is about US$61,450 plus forgone interest. Even at a 5% return (roughly US$80,000 over five years) the bond costs about US$141,000, below the donation route at about US$251,450. The donation needs less capital up front and no five-year wait.
