Dominica citizenship benefits and risks

What you gain

  • Lowest minimum investment in the CaribbeanUS$200,000 is the OECS floor and only Dominica sits at it; a family of four is US$250,000.
  • No government fee on the fund routeA single applicant's all-in government cost is about US$210,000. Antigua charges US$10,000 in processing alone.
  • Three-year real estate holdThe shortest resale window of the five programmes.
  • Active programme enforcement68 passports revoked since June 2024 for fraud. A programme that revokes fraudulently obtained citizenship is better placed to protect its visa waivers; we regard this as a strength.

What could go wrong

  • No UK visa-free entryWithdrawn July 2023. For regular UK travel, Grenada, St Kitts and Nevis and Antigua and Barbuda retain visa-free entry.
  • US Proclamation 10998Since 1 January 2026 Dominican nationals cannot obtain US immigrant, B-1/B-2, F, M or J visas. B-1/B-2 is unaffected. It does not affect a US citizen's own status.
  • Slow and unpredictable processing9.3 months average, range 4–18, the widest of the five. Plan for a year from filing.
  • EU phase-out letterIn July 2026 the Commission asked all five islands to end CBI by 1 June 2028. Schengen visa-free access is intact today and not guaranteed after 2028.
  • Canada visa requiredNo eTA for Dominican nationals.
  • Physical presence and passport collection rules pendingExpect 30 days in the first five years under ECCIRA, and in-person passport collection and renewal in Dominica once drafted legislation passes. Earlier applications were grandfathered.

Dominica CBI minimum investment 2026 compared with the other islands

Dominica's US$200,000 is the regional floor set by the OECS agreement of 1 July 2024. Grenada is US$235,000 (E-2 treaty, visa-free China, not in Proclamation 10998, 7 months). Saint Lucia is US$240,000 (lowest additional dependant contributions for large families, 18 months, no UK since March 2026). Antigua is US$230,000 for a family of four (14 months, also in Proclamation 10998). St Kitts and Nevis is US$250,000 (5.1 months, strongest passport). Where cost is the deciding factor and UK travel is not, Dominica is the strongest choice; if you need the UK or the barred US visa categories, read our Grenada versus Dominica comparison first.

Who Dominica citizenship suits: US and Canadian applicants

For US and Canadian citizens

You are acquiring a second citizenship your children can hold for life, at the lowest minimum investment in the Caribbean. Dominica adds no visa-free access you lack, so the benefit is the second nationality itself. It changes no tax: US citizens keep worldwide taxation, FBAR and FATCA (Dominica has a Model 1 IGA); Canadians stay tax resident until they sever ties. Dominica's zero tax on foreign income, capital gains, wealth and inheritance applies only if you live there 183 or more days a year.

  • Lowest-cost family second citizenship of the five programmes
  • No tax change unless you relocate and become tax resident
  • Proclamation 10998 does not touch your own US status

For US and Canada residents on another passport

Most of our clients: Nigerian, Vietnamese, Indian, Chinese, Pakistani and Gulf-resident NRI families on work permits, PR or study permits. A Dominican passport gives you Schengen, Hong Kong, Singapore and most of Latin America without visa applications. It does not ease entry to North America: Canada requires a visa, and Proclamation 10998 bars immigrant, B-1/B-2, F, M and J US visas for Dominican nationals. Iranian, Russian, Belarusian, Afghan, Sudanese and Yemeni nationals are restricted, with exceptions for long residence abroad; ask us.

  • Travel to Europe and Asia without your home passport
  • Not a route into the US or Canada
  • Eligibility depends on residence history, not only nationality

Frequently Asked Questions

Dominica citizenship: your questions answered

What is the Dominica CBI minimum investment in 2026?

US$200,000 to the Economic Diversification Fund for a single applicant, or US$250,000 for a main applicant with up to three dependants. Approved real estate also starts at US$200,000 with a government fee added. Due diligence (US$7,500 principal, US$4,000 per dependant 16+), processing (US$1,000), interview (US$1,000 per person 16+) and certificate (US$500 per person) fees are on top. Figures verified 27 September 2026.

How long does Dominica citizenship take?

9.3 months on average, range 4 to 18 months (IMI Processing Times Tool, Q4 2025), the widest range of the five Caribbean programmes. Plan for a year. Timing depends on how complete the file is at submission, your nationality and the unit's caseload. The 60–90 day timelines some agents still quote do not reflect current processing.

Can I enter the UK with a Dominican passport?

Not without a visa. The UK withdrew visa-free entry for Dominican nationals in July 2023 and has not restored it. Schengen, Hong Kong and Singapore are unaffected. If the UK is a regular destination, Grenada, St Kitts and Nevis and Antigua and Barbuda still enter visa-free with the UK ETA, and we would recommend one of those programmes.

Does US Proclamation 10998 affect me?

If you are a US citizen, no; it concerns Dominican nationals seeking US visas, not your status. If you are a US resident on another passport, a Dominican passport cannot be used for immigrant, B-1/B-2, F, M or J visas since 1 January 2026. You keep using your current passport and status for the US.

Do I have to live in or visit Dominica?

No residence requirement today. ECCIRA introduces 30 days of physical presence within the first five years of citizenship; plan for it. Dominica has also announced in-person passport collection and renewal on the island, with legislation drafted in 2026, so budget for at least one trip.

Will a Dominican passport reduce my US or Canadian tax?

No. The US taxes citizens on worldwide income wherever they live; FBAR and FATCA reporting continue and Dominica reports accounts to the IRS under a Model 1 IGA. Canada taxes by residence; you stay taxable until you sever ties. Dominica's zero tax on foreign income, gains, wealth and inheritance applies only once you are tax resident there, generally 183 or more days a year.
