Caribbean citizenship by investment

Costs, processing times and visa-free access across the five Eastern Caribbean CBI programmes

All five islands harmonised their minimums in 2024 and share a regulator since 2025, so the material differences now are processing time, family pricing and each passport's visa-free access. Here is how we compare them for clients in the US and Canada.

Caribbean CBI in 2026: regulation, benefits and risks

What you gain

  • One regulator, common standardsECCIRA supervises all five since December 2025: interviews, biometrics, escrow, a shared refusal database. The passports are more credible than they were in 2023.
  • Published, harmonised pricingThe US$200,000 floor and public fee schedules mean no programme is undercutting another, and no agent can offer a legitimate discount.
  • No residency, no relocationThirty days over five years, once the 2026 rules are in force, and none before that.

What could go wrong

  • The EU phase-out requestPhase out by 1 June 2028 or risk Schengen suspension. Antigua's reply feeds the Commission's December 2026 report. We tell every client to value Schengen as a present benefit, not a permanent one.
  • The UK and the US are tighteningTwo passports have lost UK access and two are restricted by the US. The trend is toward fewer visa-free privileges.
  • Longer processing timesApplications rose sharply in 2024–25 and the units did not scale. Antigua and Saint Lucia now take over a year.

Choosing a Caribbean passport: US and Canadian applicants

For US and Canadian citizens

UK and US access do not affect your choice; you already have both. Weigh predictability (St Kitts), price for your family shape (Antigua or Dominica) and whether you want capital back (Saint Lucia's bond, or real estate). The EU's June 2028 deadline is the same for all five, so it should not drive the choice between them.

For US and Canada residents on another passport

Start from visa-free access requirements. If the UK matters, that excludes Dominica and Saint Lucia. If you or your children may need US student, work-transfer or immigrant visas, US Proclamation 10998 excludes Antigua and Dominica. If you need an E-2 route, only Grenada qualifies. The remaining choice is usually between St Kitts and Grenada, decided by budget and timeline.

Frequently Asked Questions

your questions answered

Which Caribbean passport is the strongest?

St Kitts and Nevis, with visa-free or visa-on-arrival access to around 150–167 destinations including the UK and the Schengen Area, followed closely by Antigua and Barbuda and Grenada. Dominica and Saint Lucia trail because they have lost UK access.

Which Caribbean citizenship is fastest?

St Kitts and Nevis, at about five months on average from a complete file, then Grenada at about seven. Dominica averages nine but ranges widely. Antigua and Barbuda and Saint Lucia currently take more than a year.

Can I hold a Caribbean passport as a US or Canadian citizen?

Yes. The US, Canada and all five islands permit dual citizenship. You continue to enter the US or Canada on your own passport and must file US taxes as before if you are a US citizen.

Are the programmes going to close?

The European Commission has asked all five governments to phase them out by June 2028 or face Schengen suspension. The governments have not agreed to close them. Citizenship already granted is not affected by any future closure; the risk is to the passport's visa-free reach, not to your status.
