Greece citizenship by investment is not a programme. Greece has no golden passport; what it grants for investment is a residence permit. A Greek passport comes only through naturalisation after seven years of actually living in Greece, a B1 Greek certificate and a citizenship exam. Years spent holding the golden visa from Toronto or Texas do not count toward naturalisation.

From Greece golden visa to citizenship: naturalisation timeline
Seven years is the legal minimum. In practice, allow eight to ten years from purchase to passport once processing is included.
1. Buy and obtain the golden visa (Year 0–1)
Property at the tier for its zone, filing, biometrics, five-year permit. Residence for naturalisation is counted from the permit's issue date, not the deed.
2. Move to Greece and stay (Years 1–7)
Naturalisation requires that you actually live in Greece for seven years: registered address, tax returns filed as a Greek tax resident, presence that the authorities can see. Long absences break the count. This is the step most golden visa holders never take.
3. Learn Greek to B1 (In parallel)
Two to three years of steady study for most English speakers. The certificate must be in hand before you file.
4. Optional: long-term EU residence at year 5 (Year 5)
After five years of residence and A2 Greek you can apply for long-term resident status, which does not depend on keeping the property. This secures your status if you later sell the property.
5. Naturalisation exam and application (Year 7)
Pass the Panhellenic citizenship exam (history, geography, culture, institutions), then file with the Ministry of the Interior with seven years of tax returns, residence permits and proof of integration.
6. Decision and oath (Years 8–10)
Processing runs one to three years. Interview, decision, oath, then a Greek passport for you; children born or raised in Greece follow different, shorter rules.

The two are often confused online. They are different things with different obligations.

Greek citizenship for US and Canadian applicants
For US and Canadian citizens
If you want a Greek passport, you are choosing to live in Greece for seven years as a Greek tax resident. That is a life decision, not a purchase. As an American you will file US returns, FBAR and FATCA throughout, with the US–Greece treaty and foreign tax credits covering most of the overlap; Greek tax on worldwide income runs to 44% at the top rate, though the 7% flat regime for foreign pensioners lasts 15 years for those who qualify. As a Canadian you become non-resident on leaving, pay departure tax on deemed dispositions and lose provincial health cover until you return. Dual citizenship is fine on both sides. If what you actually want is a second passport without moving, consider the Caribbean citizenship by investment programmes: they do not confer EU citizenship, but they have no residence requirement.
For US and Canada residents on another passport
The pathway is established: seven years in Greece, B1 Greek, exam, passport. It is also seven years away from your US or Canadian status, which lapses if you leave for that long, so it is a choice between two futures rather than a supplement to one. The golden visa provides contingency residence and Schengen access; if EU citizenship is the goal, Portugal's naturalisation period is ten years since May 2026, so Greece's seven is now the shortest among the open golden visas.
Greece citizenship by investment: common misconceptions
'Greece golden visa citizenship after 7 years' is repeated across the internet as if the permit alone converted into citizenship. It does not. The seven years must be years of residence: a Greek tax number with returns filed, a registered address, school records for children, presence the Ministry of the Interior can verify. The citizenship law counts lawful residence, and a golden visa holder who visits for a fortnight each summer has residence permits but not residence.
'Buy Greece citizenship' and 'Greece golden passport' describe programmes that do not exist. Malta's investor citizenship was struck down by the EU Court of Justice in April 2025, and Cyprus ended its programme in November 2020; Greece never had one. The EU's December 2025 Visa Suspension Mechanism report makes a new one politically impossible.
What is accurate: Greece's seven years is now the shortest golden-visa-to-passport route in the EU, the exam is passable with preparation, and children who complete six years of Greek schooling have their own, quicker route. If you will genuinely move, it is a sound pathway. Frequently asked questions
Can you buy Greek citizenship?
No. Greece has never sold citizenship. The golden visa is a residence permit, and citizenship follows only after seven years of actually living in Greece, a B1 Greek certificate and a citizenship exam. Anyone offering a Greek passport for a lump sum is describing a residence permit or something that is not legal.
Does the golden visa count toward the seven years?
Only the years in which you actually reside in Greece on it. The permit is a lawful residence title, so time spent living in Greece while holding it counts; time spent abroad while holding it does not. Tax returns, a registered address and physical presence are how residence is shown.
How hard is the Greek language requirement?
B1 is intermediate: you can handle daily life, describe experiences and give reasons in Greek. For an English speaker studying steadily, two to three years. The citizenship exam adds Greek history, geography, culture and institutions in Greek. Most of our clients who reach year seven have already got there by living locally.
Is there a faster EU passport?
Among open golden visas, no: Portugal now needs ten years, Cyprus about eight, Hungary eight, and Malta's permanent residence is not a citizenship route. Greece's seven years is the shortest, and all of them require you to live there. The only passports obtainable without residence are Caribbean, and they are not EU passports.
