Portugal citizenship now takes ten years of legal residence, seven for EU and CPLP nationals, counted from the first residence card, under the Nationality Law in force since 19 May 2026. There is no Portugal citizenship by investment: the golden visa, D7 and D8 all lead to the same ten-year residence requirement, and a €500,000 fund does not shorten it.

How to get Portugal citizenship: the naturalisation timeline by year

The golden visa case, the slowest because of AIMA. D7 and D8 holders reach the first card sooner but must live in Portugal throughout.

1. Year 0: invest and file (2–3 months of preparation)

€500,000 subscribed to a CMVM-registered fund (or €250,000 donated), application lodged with AIMA. Residence for naturalisation is not yet being counted.

2. Years 0–2: AIMA processing (18–24 months)

Eighteen to twenty-four months to approval and biometrics. This period does not count toward citizenship under the 2026 law, which counts from the card. Whether pre-card waiting time will be credited is unresolved; we do not plan on it.

3. Year 2: first residence card (residence period begins)

Two-year card issued. The ten-year residence period begins. Keep seven days a year in Portugal (golden visa) or live there (D7, D8).

4. Years 2–7: renewals; permanent residence at year 5 of the card (5 years)

Renew at two-year intervals. After five years of legal residence you may apply for permanent residence, which releases the investment condition but does not shorten the naturalisation period.

5. Years 7–12: complete ten years; pass A2 (5 more years)

Ten years of legal residence from the first card. Sit the CIPLE A2 exam or complete an approved course at any point before filing.

6. Year 12+: naturalisation application (1–2 years)

Filed with the civil registry (IRN) with residence history, language certificate and police certificates. Processing has taken one to two years. Passport follows the citizenship certificate.

Portugal citizenship for US and Canadian applicants

For US and Canadian citizens

A Portuguese passport adds EU citizenship: the right to live and work in any of 27 countries, for you and your children. It does not remove US worldwide taxation, FBAR or FATCA; renouncing US citizenship is a separate, expensive decision we do not advise on. For Canadians, citizenship changes no tax; residence does, with departure tax on leaving. The golden visa's seven days a year is enough to keep the permit and, under the law as written, to accrue legal residence, but a naturalisation officer will also look for a genuine connection to Portugal, and the A2 exam is a substantive requirement. Plan the ten years as a family project, not a formality.

For US and Canada residents on another passport

If your passport is from a CPLP country (Brazil, Angola, Mozambique, Cape Verde, Guinea-Bissau, São Tomé and Príncipe, East Timor, Equatorial Guinea) the period is seven years. For all other nationals it is ten. Check whether your country allows dual citizenship: India does not, China does not; taking a Portuguese passport would end the original one. The Portuguese passport is visa-free to the UK, Canada (eTA) and the US (ESTA), which most of our clients' current passports are not.

Portugal passport requirements and what changed in 2026

The Nationality Law revision passed Parliament on 1 April 2026, was signed by the President on 3 May and entered into force on 19 May 2026 as Lei Orgânica n.º 1/2026. Its main changes for our clients: naturalisation after ten years of legal residence (seven for EU and CPLP nationals) instead of five; the period counted from the issue of the first residence card rather than from the application; A2 Portuguese unchanged; a clean record unchanged; and a transitional rule keeping the five-year period for nationality applications lodged on or before 18 May 2026.

What did not change: the golden visa itself, the seven-day stay rule, two-year cards, or dual citizenship. What is still unsettled: whether time spent in AIMA processing before the first card will ever be credited. Some Portuguese counsel expect litigation on that point. We advise clients to plan on the ten years from the card and treat any credit as an advantage, not an assumption.

There is no "golden passport" in Portugal. Portugal grants residence for investment and citizenship for residence, language and conduct. If a passport is the goal and ten years is too long, we will say so and show you the Caribbean citizenship programmes that deliver one in months, with their own trade-offs.

Frequently asked questions

Can I get Portugal citizenship by investment?

No. Portugal grants residence for investment through the golden visa and citizenship only after legal residence: ten years from the first residence card under the law in force since 19 May 2026, seven for EU and CPLP nationals, with A2 Portuguese and a clean record. No amount of investment shortens that.

Does the old five-year rule still apply to anyone?

Only to nationality applications lodged on or before 18 May 2026. Residence permit holders who had not yet applied for citizenship by then fall under the ten-year rule. Whether their time already accrued before the first card will be credited is unresolved; we plan on ten years from the card.

Do I have to live in Portugal to get citizenship on the golden visa?

The law counts legal residence, and the golden visa keeps legal residence at seven days a year. That is the position as written. The naturalisation process also looks for a genuine connection and requires A2 Portuguese, so we advise clients to build real ties over the ten years rather than rely on the minimum.

Can I keep my US or Canadian citizenship?

Yes. Portugal, the US and Canada all permit dual citizenship. If you hold an Indian or Chinese passport, those countries do not, and taking Portuguese citizenship would end it.

How strong is a Portuguese passport?

It is an EU passport: live and work across the EU and EEA, visa-free or visa-on-arrival to most of the world, including the UK, ESTA for the US and eTA for Canada. For a US or Canadian citizen the gain is EU residence rights, not travel; for a client on a weaker passport the gain is both.
