Panama grants permanent residence through investment, not citizenship. The qualifying investment secures a permanent resident card in about 30 days; citizenship comes after five years of residence, exams in Spanish and civics, and a discretionary decision. Below is the full sequence with typical durations.

How to become a citizen of Panama: residence and naturalisation steps
Durations reflect the files we handle. Steps one to six take two to three months; step seven is the five-year holding and residence period; steps eight and nine are the citizenship stage most holders never need, because permanent residence already meets their objectives.
1. Pre-screen and route choice (1–2 weeks)
A call covering nationality, five-year residence history, police record and how the investment is funded. We choose between US$300,000 new-build property, US$500,000 resale property or securities, and the US$750,000 deposit, and for US and Canadian citizens compare the Friendly Nations visa.
2. Document assembly and apostilles (3–6 weeks)
FBI or RCMP police certificate apostilled, civil documents for dependants, source-of-funds file, bank reference. Police certificates must be under six months old at filing, so we order them once the investment is nearly ready.
3. Bank onboarding and investment (2–6 weeks)
A Panamanian bank account is opened, the funds arrive from an account in your name, and the purchase, securities subscription or deposit is completed. Property title or a registered promise of sale is entered in the Public Registry.
4. Filing in Panama (3–5 days)
You fly in for three to five days. The Panamanian lawyer files under power of attorney; you register at Servicio Nacional de Migración, give biometrics, obtain the Panamanian health certificate, sign the sworn declaration and receive a provisional card that lets you stay and leave freely.
5. Resolution (About 30 days)
Migración reviews the file and issues the resolution granting permanent residence. Requests for clarification are rare on a well-sequenced file.
6. Permanent card and cédula (2–4 weeks)
The permanent resident card is issued, and you obtain the cédula E, Panama's identity document for residents, from the Electoral Tribunal. Both can be collected on a second short trip or timed to a single longer one.
7. Holding and maintenance (Years 1–5)
Keep the investment for five years and enter Panama at least once every two years. Nothing else is required; there is no renewal.
8. Naturalisation application (Year 5 onwards)
After five years of permanent residence you may apply to the Ministry of Government: proof of residence, a clean record, and exams in Spanish covering language, history, geography and civics. Applicants married to a Panamanian or with a Panamanian child qualify after three years.
9. Presidential decision and passport (1–3 years)
Naturalisation is granted by presidential decree at the executive's discretion, typically one to three years after filing. You then swear the oath, which under Panama's constitution includes renouncing your prior nationality, and apply for a Panamanian passport.
Registration trip, biometrics and our role in the Panama process
The trip. Panama requires you in person once: registration at Migración, fingerprints and photograph, the health certificate from a licensed Panamanian doctor, and signatures before a notary. Three working days is enough; we schedule the bank and the notary around the Migración appointment. There is no interview in the Caribbean sense; the file is decided on paper.
What we do. Pre-screen, route selection, the source-of-funds file, coordination of the FBI or RCMP certificate and apostilles, the developer or broker due diligence, escrow, the Panamanian lawyer's filing, and the citizenship stage years later if you want it. What you do. Provide documents, fund the investment from your own account, make the trip, and keep the investment five years.
Naturalisation in practice. Most clients who take the Qualified Investor Visa never naturalise. Permanent residence already gives them the right to live in Panama indefinitely and the territorial tax treatment; the passport adds visa-free travel most Americans and Canadians already have and asks, in return, for exams in Spanish and a renunciation clause. The clients for whom the passport matters are those on a weaker passport who intend to live in Panama. Panama process timelines for US and Canadian citizens and residents
For US and Canadian citizens
Your file is typically straightforward: an FBI or RCMP check in days, tax returns that explain the money, no visa needed to enter Panama for the trip. Two months from engagement to permanent residence is realistic. Nothing in the process changes your tax residence; you become Panamanian tax resident only by spending 183 or more days there, and Americans keep filing US returns, FBAR and FATCA in any case. Citizenship, if you ever want it, means Spanish exams and a renunciation clause the US and Canada do not enforce but Panama asks you to sign.
For US and Canada residents on another passport
Two items lengthen your timeline: apostilles from your home country if you lived there in the past five years, and Panamanian bank onboarding, which asks more of a non-North-American passport. Some nationalities need a stamped visa to enter Panama for the registration trip; we obtain it before you book. Three months end to end is realistic. Naturalisation is a realistic objective for you: five years, Spanish, and the renunciation clause, which for Indian and Chinese nationals means giving up a passport their home country would not let them keep anyway.

Frequently asked questions
Is there a Panama citizenship by investment programme?
No. Panama does not grant citizenship for investment. The Qualified Investor Visa grants permanent residence, in about 30 days, for US$300,000 or more held five years. Citizenship follows only through ordinary naturalisation after five years of residence, with exams in Spanish and civics and a discretionary presidential decision. Any offer of a Panamanian passport in exchange for an investment is inaccurate.
How long does it take to become a Panamanian citizen?
Count five years of permanent residence from the date the resolution is issued, then one to three years for the naturalisation decision. Six to eight years in total from your first filing is realistic. Applicants married to a Panamanian or with a Panamanian child can apply after three years of residence.
Do I have to give up my US or Canadian citizenship?
Panama's constitution requires naturalised citizens to renounce their prior nationality, and the oath includes that renunciation. The US and Canada do not treat a foreign oath alone as a loss of their citizenship, so in practice most people keep both. It is a genuine legal conflict, and we walk each client through it before they apply.
Can I get residency in Panama without going there?
Not entirely. The Panamanian lawyer files under power of attorney and much of the file is prepared remotely, but you must be in Panama once for registration, biometrics and the health certificate, and a second brief visit may be needed to collect the permanent card and cédula. After that, one visit every two years keeps the status.
