On 14 April 2026 St Kitts and Nevis launched the National Biometric Enrolment and Passport Modernisation Programme, run jointly by the Ministry of National Security, Citizenship and Immigration and the Citizenship Unit. The programme was announced by the Unit on 19 March 2026.
Enrolment is mandatory for every person who obtained citizenship through the St Kitts and Nevis citizenship by investment programme, including dependants and children. Other citizens are encouraged to enrol but are not required to.
Deadline and consequence of missing it
| Item | Date or rule |
|---|---|
| Programme launch | 14 April 2026 |
| Enrolment deadline for CBI citizens | 31 July 2027 |
| Passports issued through the programme before 14 April 2026 | Valid during the transition period; not accepted for international travel after 31 July 2027 |
| Citizenship status | Not affected by the deadline |
A citizen who misses the deadline keeps citizenship but holds a travel document that cannot be used internationally until enrolment is completed.
How enrolment works
The Citizenship Unit describes three steps through the official government biometric enrolment platform:
- register and submit the application online;
- schedule an appointment at an approved collection centre;
- attend the appointment, which typically takes 15 to 30 minutes, for fingerprints, a facial image and, where applicable, an iris scan.
Children are enrolled under age-appropriate international standards. Trade reporting identifies Canadian Bank Note Company as the technology provider and notes that the enrolment extends a biometric passport system the Federation introduced in 2024. The government presents the measure as aligning its passports with the standards expected by the EU, the US and the UK.
What this means for applicants
Existing St Kitts and Nevis citizens by investment who live in the United States or Canada need to act, whether they are US or Canadian citizens holding the passport as a contingency or residents who travel on it. The obligation applies to each family member named on the original application, so a family of four needs four enrolments. We suggest registering early: collection-centre appointments will be in heavier demand as July 2027 approaches, and a passport that lapses for travel at the wrong moment defeats the purpose of holding it.
New applicants should treat biometric capture as part of the process. It sits alongside the mandatory interview and the genuine-link requirements the Citizenship Unit has announced for 2026, and it is consistent with the regional rules being introduced across all five Caribbean programmes.
We see this as a requirement that protects the passport's acceptance abroad, at the cost of one in-person appointment. If you hold St Kitts and Nevis citizenship or are considering it and want the enrolment steps planned for your family, book a consultation.
